What are inoperative instruments?
They are balances or scales that don't work either by damage or not displaying the proper weight. Examples are bent, broken, damaged or defective parts that cause the instrument to show on the readout either blank, frozen or a nonessential value.
Instruments can be damaged by rough handling, lightning strikes, extensive heat, liquid contamination from chemical or water, gaseous corrosion or for some other reason.
Clearly there is damage and the scale or balance is in need of component level repair.
